Scouting is a class in leadership.
Meetings are the classroom.
Camping is the laboratory. This is where the Scout troop leadership practices it's leadership. Some of that happens in meetings but mostly it happens "out there". One of the first things that I tell new Scout parents is that Scouting does not happen here in the meeting room, it happens "out there" on campouts and trips. This often surprises them!
Adult leaders with special skills may occasionaly instruct the entire troop, or perhaps the older Scouts. The older Scouts (PLC) can be instructed so that they can then instruct the other Scouts. Depends. Somewhere along the way, the original knowledge comes from the adult leaders. It should stop coming from them as soon as possible.
It's interesting how often the Scouts cannot find another Scout who can reliably tie and identify the tying of the bowline knot. First Aid knowledge also seems to drop off radically but it gets renewed regularly by participation in the First Aid MB.
