A very promising recruitment strategy mentioned at the Scoutmaster Musings blog:
The Scoutorama is 3 hours of scout skill activities, lunch, and scout games. We've created a fun way for the Webelos to spend a little time with every patrol in the troop and try new things. Most kinks have been worked out and the scouts are now running pretty much the entire day. This helps with their Arrow of Light requirements and gives them (and their parents) a view of Boy Scouting. - Webelos participate in scout skill activities run by Boy Scouts during the morning.- Enjoy an easy lunch together.- Play scout games after lunch. Either wide-area games or DELTA activities.- There should be 8-10 skill activities, each taking about 8 minutes. An activity should have 2-3scouts running it so each patrol can do 2 stations, if needed. This gives 90-100 minutes ofstations. Add about 90 minutes of games after lunch.

We just held out Worthington Area Webelos Overnight last weekend. Similar concept to the scoutarama, but it includes all of the troops from the Worthington, OH area of our District (Buckeye District, Simon-Kenton Council) and all of the Webelos 2 dens are invited for an overnighter, featuring a day of round-robin scout skills (our troop taught wood carving and geocaching) ending with a campfire program, provides Web2 parents the opportunity to talk with prospective troops and vice versa, and provides an activity they can count towards their Arrow of Light.
